2,010 Prisoners Walk Free — It’s Only the Beginning
65 years.
That is how long the United States tried to break Cuba with an embargo.
65 years of sanctions, isolation, diplomatic warfare.
Fidel Castro was born, ruled, grew old, and died of natural causes while that embargo was running.
It never worked.
Not once.
Not in any measurable way.
Then someone found the one valve that actually mattered.
Not trade, not diplomacy, not ideology.
Fuel.
Cut the fuel and everything else falls apart on its own.
Three months after that valve was shut, 2010 prisoners just walked out of Cuban prisons.
Not because Havana chose mercy, because Havana ran out of options.
The embargo was a wall.
The fuel blockade is a tourniquet.
And this story is about what happens when a country starts to lose circulation.

Thursday night, the Cuban government announced the pardon of 2010 inmates.
The timing was deliberate.
Holy Week, Catholic tradition, mercy and forgiveness.
The official statement called it a humanitarian and sovereign gesture made in the spirit of reconciliation.
That is the surface version.
Here is what actually happened underneath it.
The White House had been clear since February.
Release prisoners or face consequences.
This was not a diplomatic suggestion.
Marco Rubio laid out the terms publicly three weeks ago.
Open those prison doors or we open every valve on the economic pressure.
That is a direct quote from the Secretary of State of the United States.
There is no ambiguity in that sentence.
Cuba tried to dress compliance as compassion.
Reconciliation, they said, without specifying with whom.
Everyone understood.
Within hours of the announcement, Washington eased fuel shipment restrictions that had been strangling the island since January.
That is the transaction.
Everything else is theater.
Friday morning, the first prisoners walked out.
State television showed the reunions.
Mothers embracing sons, children meeting fathers.
The cameras captured every tear.
What the cameras did not capture was which prisoners were released and which ones were not.
According to Al Jazeera, officials confirmed only that the pardons covered a mix of offenses.
That phrase is doing a lot of work.
Because the political prisoners, the ones arrested during the July 2021 protests, the ones Washington specifically demanded freed, at least 600 of them are still inside.
Cuba gave Washington enough to buy breathing room.
Not enough to solve anything, and that calculation tells you everything about what is actually happening on that island.
This did not start Thursday.
It started in January, and the speed of what followed is the real story.
Day three of Trump’s second term.
Cuba is redesignated as a state sponsor of terrorism.
Automatic sanctions trigger.
International banks cut ties.
Foreign companies face a choice.
Do business with Havana or keep access to the American market.
They all made the same choice.
Cuba’s financial isolation was nearly total within weeks.
February.
The State Department revokes every people-to-people travel license.
600,000 American visitors a year under Biden.
That number drops to almost zero.
Hotels empty.
Airlines cancel routes.
Cruise ships reroute.
March.
Washington caps remittances.
$3 billion a year that Cuban families in America send home capped at $500 per person per quarter.
Western Union suspends operations entirely.
Millions of Cuban families lose their financial lifeline overnight.
And then the fuel blockade.
Cuba imports nearly all its petroleum.
Domestic production covers maybe 5% of the island’s needs.
The administration did not just sanction Cuba’s fuel.
It went after every supplier.
Venezuela received a direct warning from the State Department.
Keep sending oil to Cuba, lose your own sanctions relief.
PDVSA halted shipments immediately.
Russia faced expanded sanctions on energy firms maintaining Cuban contracts.
Rosneft quietly ended its agreements.
Even China pulled back after hints of tariff consequences.
Within days of the fuel blockade, blackouts spread across Havana.
Hospitals ran on generators that could not sustain operations.
Public transportation collapsed.
The government rationed electricity to 4 hours per neighborhood, then two.
In March, Cuba released 553 prisoners.
Washington allowed one tanker through.
Just enough to restart Havana’s main power plant.
Just enough to keep the pressure calibrated.
A senior administration official told CNN, “The policy is working exactly as designed.
We’re not lifting sanctions.
We’re calibrating them to incentivize behavior change.
” Read that sentence again.
That is not the language of diplomacy.
That is the language of behavioral conditioning, and Cuba is responding accordingly.
Here is why this matters more than it appears to.
The embargo never produced results like this because the embargo had a leak.
For decades, that leak was the Soviet Union.
After 1991, it was Venezuela.
Chavez and then Maduro kept the oil flowing.
Cuba survived not because the embargo was weak, but because Cuba always had somewhere else to turn.
That somewhere else no longer exists.
Venezuela’s production has collapsed from 2.
4 million barrels per day to under 400,000.
What little oil Maduro still produces goes to domestic consumption or debt payments to China.
The alliance that kept Cuba afloat for 20 years is functionally dead.
Venezuela did not abandon Cuba.
Venezuela ran out of Cuba to give, and that changes the entire equation.
Because for the first time in 65 years, when Washington squeezes, there is no escape valve.
No patron, no fallback, no one coming to help.
The Catholic Church claimed partial credit for the releases.
Cardinal Garcia issued a statement thanking the government for listening to appeals for mercy during Holy Week.
And that is exactly what both sides needed the church to do.
Cuba got to call it mercy instead of capitulation.
Washington got to call it leverage without saying so directly.
The church got to call it faith.
Everyone got a story.
None of them were the real one.
The State Department response was carefully measured.
A spokesperson said the administration welcomes any steps that increase freedom for the Cuban people.
No victory lap.
But behind the scenes, officials were more direct.
One senior administration official told the Washington Post that Cuba is learning there are consequences.
Moscow and Beijing said nothing.
Not a word.
That silence is not neutral.
It is a signal.
Both countries have been quietly distancing themselves from Cuba as the island becomes a liability.
Russia maintains limited intelligence operations in Havana, but the relationship has cooled since fuel shipments ended.
China continues diplomatic ties but has reduced economic engagement.
Cuba’s traditional allies are not rallying to its defense.
They are watching it sink and calculating the cost of throwing a rope.
Right now, that cost is higher than what Cuba is worth to any of them.
So here is the question nobody is asking publicly, and it is the only question that actually matters.
What happens when Cuba runs out of concessions? Think about what has already been given.
Prisoners released, intelligence operatives expelled, distance created from Iran and Russia.
Each concession buys temporary relief.
A tanker here, a loosened restriction there.
But the fundamental problem has not changed.
Cuba has no economy capable of surviving without external support.
Hard currency reserves have dropped to $200 million.
That covers roughly two weeks of critical imports.
At some point, there is nothing left to give except the government itself.
And that is where this gets dangerous because cornered regimes do not surrender peacefully.
They crack down.
They lash out.
They create humanitarian disasters that force international intervention.
We have seen this exact pattern before.
Iraq in the 1990s.
Sanctions devastated the population while Saddam Hussein held power.
North Korea in the 2000s.
Economic isolation drove the government inward, not outward.
Venezuela right now.
The suffering becomes the story.
And the country applying the pressure becomes the villain.
The Trump administration is betting that Diaz-Canel will choose survival over ideology.
That is a reasonable bet.
The Cuban government has always been pragmatic when existence was at stake.
It survived the Soviet collapse by opening to limited capitalism.
It could survive this by becoming what Washington wants.
A neutralized neighbor that poses no threat.
But the risk is miscalculation.
If Cuba’s government concludes that concessions will never end the pressure, they might stop making them entirely.
If the population reaches desperation, they might try to leave.
The last major exodus was 1994.
35,000 Cubans took to the sea in makeshift rafts.
Florida is 90 miles away, and this time the numbers would be larger.
3 months from pressure to capitulation.
Compare that to 65 years of embargo that never produced this result.
The difference is not the strategy.
The difference is the absence of an exit.

We know Cuba released 2010 prisoners in the largest pardon in years.
We know it happened after 3 months of fuel pressure.
We know Russia, China, and Venezuela all stopped sending oil after Washington threatened secondary sanctions.
We know the Cuban government framed this as mercy, not surrender.
We know the political prisoners are still inside.
What we do not know is whether this is the beginning of a fundamental transformation or just the last chapter before something breaks.
What we do not know is whether Diaz-Canel is buying time or running out of it.
The embargo was a wall Cuba learned to live behind.
The fuel blockade is something different.
You can build a life behind a wall.
You cannot function without a pulse.
